There is no place for corruption at NCER. We have a clear zero-tolerance policy regarding active and passive corruption. This is firmly anchored in the Anti-Bribery and Anti-Corruption Policy Statement. The policy applies nationwide to all employees of the Northern Corridor Implementation Authority (NCIA).

An Integrity Pact is a formal agreement designed to uphold the highest standards of ethics and transparency in both public and private sector dealings. This pact serves as a solemn commitment by all parties involved to prevent corruption and ensure fair, equitable, and accountable practices. By endorsing an Integrity Pact, individuals and organizations demonstrate their unwavering dedication to fostering a culture of integrity, trust, and responsible governance, ultimately promoting a more just and ethical society.

Our Organisational Anti-Corruption Plan (OACP) aims to fortify controls and enhance monitoring of risks related to corruption, integrity, and governance.

The primary purpose of this Code is to foster, strengthen, and sustain an ethical organizational culture built on trust, professionalism, and mutual respect. It provides clear guidance to employees and stakeholders on appropriate behavior and ethical decision-making, particularly in situations where existing laws, regulations, or internal policies may not offer explicit direction.

Integrity means acting responsibly and ethically in everything we do at NCER. It guides our decisions, behaviour, and responsibilities at all levels of the organisation. Integrity builds trust with the public, stakeholders, and partners, and protects NCER’s credibility and reputation. By upholding these values, we support good governance, professionalism, and public confidence.

Reference Resources is a repository of official governance documents issued by the Government of Malaysia, the Prime Minister’s Department, MACC, Parliament, and other relevant authorities, including Acts, policies, guidelines, directives, and circulars that support NCIA’s commitment to integrity, good governance, transparency, and anticorruption. The Northern Corridor Implementation Authority (NCIA) is a Federal statutory body established under the Northern Corridor Implementation Authority Act 2008 (Act 687). NCIA is governed by its enabling Act as well as other applicable laws, with the scope of application subject to the provisions of Act 687. These resources are provided to promote awareness and ensure compliance with the applicable legal and regulatory framework.
